I must say sending offensers to a farm to grow food for non-offenders is a smart move... Until the offenders decide to revolt.

Agreed! Ever read The Moon is a Harsh Mistress? Same concept. Prisoners are sent to farm on the moon as extra real estate, then end up revolting eventually. Great book.
